To ensure the safety of our campus and community, all vehicle owners parking on campus must be authorized by Parking Services.
We understand our community has many different needs, and we aim to serve all of those needs. Parking Services works in conjunction with Regent University Police Department (RUPD) to enforce parking rules and regulations. Any questions can be directed to Parking Services.
All Regent University faculty, staff, and students are required to register their vehicles and motorcycles with Parking Services. Submit a General Campus Parking Application at regent.edu/parking. Parking decals will be sent via interoffice mail to staff and faculty. Students will receive their parking decals by mail. The sticker must be placed on the inside of the windshield behind the rear view mirror, out of the line of sight. Stickers are non-transferable.
Parking decals will be sent via interoffice mail to staff and faculty. Students can pick up parking decals at Student Services in Suite 201 of the Student Center Monday through Friday between the hours of 8 am and 5 pm, except on Wednesdays from 12pm-1pm when the office is closed for University Chapel.
The sticker must be placed on the inside of the windshield behind the rearview mirror, out of the line of sight. Stickers are non-transferable.
Under certain circumstances, parking designations may change. Regent University reserves the right to temporarily close a campus parking area. The changes will be communicated through announcements and email.
Please note posted signs replace any listed designation or map in this policy.
Violations: Parking violations are $50 (For second-time offenders, it will be $75); $150 for parking in a disabled spot. The consequences of an offense may involve a ticket, a wheel clamp, or tow. If a car is towed, the violater is accountable for the cost alongside the regular violation fee. If you receive a clamp on your wheel or your vehicle is towed, please call Campus Police at 757-226-2075. All fines must be paid to the cashier in the University Business Office. For students who violate the policy, the fine will be applied to their student account.
After a parking violation has been given, any further violation will result in another ticket, a wheel clamp, or tow. Regent University reserves the right to revoke parking privileges from faculty, staff, or students who violate this policy.
Regent University reserves the right to put a wheel clamp on or tow your vehicle if your vehicle is parked in an undesignated area regardless if you have previously received a ticket or not. Regent University shall not be responsible for loss or damage to property including the vehicle as a result of towing, clamping, or otherwise.
Violations may be appealed by filing the proper form located at regent.edu/parkingviolationappeal.
Residential/Student Housing Lots:
All students residing in University housing must have a Regent University parking decal properly displayed in their vehicles. Parking in handicapped spaces without the proper handicap decal is prohibited. The parking lot is for vehicles, motorcycles, and mopeds. Inoperable vehicles or vehicles with expired registrations are not allowed to be parked on the property and will be towed at the student’s expense. Temporary parking permits for guests can be obtained in the Office of Residence Life during regular business hours.
Washing cars in the parking lot is prohibited. Driving on the grass or sidewalks is prohibited in campus housing and will result in a $100 fine for each offense. In addition, truck and trailer loading ramps must not touch grassed areas. There are no exceptions to this rule. Violators will have their vehicles towed at their expense. The speed limit in residential area parking lots is 15 MPH. Students who violate parking rules and regulations risk having their vehicle towed at their own expense.
Reserved Spaces:
There has been an increase in parking violations on campus. As a friendly reminder, please follow the parking policy located at regent.edu/parking. Regent community should request a parking permit from the website. There are numbered reserved parking spaces for full-time University faculty and staff, and ACLJ staff available on campus. Reserved spots are enforced Monday-Friday between 6 am and 6 pm. However, certain spaces in Robertson Hall and Library parking lots are reserved 24/7. Parking in a dedicated space during enforcement hours will result in the vehicle being ticketed, a wheel being clamped, or towed. Reserved parking requests can be submitted at regent.edu/parking. Parking Services will respond by email to each request.
Visitor Parking:
The Communication Parking Lot (Lot L) is designated for visitor parking. Visitors are also able to park in 1-Hour parking located in Lot O and directly behind Building #5 (Student Center). All campus visitors parking elsewhere on campus must have a parking permit. Temporary parking hangtags are available at Parking Services. Passes may also be obtained by completing the Temporary Parking Application at regent.edu/parking. Parking Services will respond by email to each request. If approved, a place card will be given to be displayed during the duration of the reservation.
Special Guest/Event Parking:
Applications for Special Guest and Event Parking can be found at regent.edu/parking. For an event requiring a large number of visitors on campus, please contact Parking Services at 757.352.4927 or parking@regent.edu to discuss special signs, additional workforce for directing traffic, etc. Any large groups should be directed to park in the Communication parking lot. Parking Services will respond by email to each request. If approved, a place card will be given to be displayed during the duration of the reservation.
Overnight/Extended Parking:
No vehicles may be left in Regent/CBN/Founders Inn parking lots overnight unless pre-authorized. Any vehicle not authorized for overnight parking will be subject to ticketing and/or towing at the owner’s expense. Vehicles left on campus overnight must be officially registered with Parking Services and display a current Regent parking sticker, as well as an Overnight/Extended Parking Permit. Applications for Overnight/Extended Parking may be found at regent.edu/parking. Parking Services will respond by email to each request. If approved, a place card will be given to be displayed during the duration of the reservation.
Disabled/Emergency parking:
Permanent Disabled parking placards can be obtained through the Virginia Department of Motor Vehicles. For more information visit their website here. For information on temporary medical parking needs, please submit a request at regent.edu/parking.
University Shuttle:
The shuttle provides free transportation around campus to all Regent, Founders Inn, and CBN staff and students. Check regent.edu/shuttle for current hours and routes.
Liability:
Every effort should be made to secure all vehicles and belongings while on campus. Regent University, CBN, and Founders Inn are not responsible for theft or damage to vehicles parked on the property. Theft and damage reports should be made to Campus Police at 757.226.2075.
All Regent University faculty, staff, and students are required to register their vehicles and motorcycles with Parking Services. Parking decals remain valid throughout enrollment at or employment by Regent University.
Regent University is private property. Therefore, vehicles are only allowed to park in designated parking places.

If you have previously received a parking sticker, you can update existing vehicle information (license plate changes, delete an old vehicle, etc.) or add a new vehicle.
For new vehicles that are added, they will receive a new parking decal, which will be sent via interoffice mail to staff and faculty, and via regular mail to students. A pick-up for a parking decal can be scheduled by contacting Parking Services at parking@regent.edu.

A Temporary Parking Permit can be issued to students, faculty, and staff for a vehicle that will be used for a short period of time, but it must exceed 3 days (rental cars, residency, etc.). On-campus guests do not need a temporary parking permit.
Applications must be filled out at least 3 days in advance to allow time to be processed.
Parking Services reserves the right to deny applications for any reason.
Paid reserved parking is available to full or part-time regular faculty and staff on a first-come, first-served basis.
Reserved spots are enforced Monday-Friday between 6:00 am and 6:00 pm.
Payment options available:
- lump sum payable at the start of the academic year by cash, check, or payroll deduction
- monthly payroll deduction
Payroll authorization will remain in effect until written cancellation is submitted, by the 15th day of the month prior to the desired termination month.
Should more than one person wish to split the purchase of a reserved parking space, the fee will be charged according to each individual’s salary.
Part-time employees are not eligible for payroll deductions but should submit their lump sum via a check to the Business Office no later than July 31st of each year.

Parking spaces may be sub-assigned at the space owner’s discretion as long as the space owner does not charge another employee for its use.
Space holders who arrive on campus to find an unauthorized vehicle in their parking space during enforcement hours should contact Parking Services immediately at 757.352.4927.
Parking Services and Campus Police will coordinate disciplinary action and/or removal of the vehicle to the vehicle owner, if necessary.
Parking Services reserves the right to make all reserved parking spots available to the Regent community at large in the case of a large event on campus.
Temporary Medical Parking Permits may be issued for various health concerns at the discretion of Parking Services. Request must be submitted using the form above. Approved requests will receive a Temporary Parking Hangtag to be displayed on the rearview mirror of the vehicle during the time appointed.
Vehicle owners requesting temporary medical parking must meet the following criteria:
- Owner must be a faculty member, staff member, or student of Regent University
- Vehicle must be registered with Regent University’s Parking Services
- Owner must be either in their final month of pregnancy; or
- Owner must have a temporary medical condition with a reasonable need for assigned parking, verified by means of a doctor’s note
Note: Vehicle owners with permanent medical conditions should contact their doctor for instructions on obtaining handicap hangtags from the Virginia Department of Motor Vehicles.
Allow up to 3 business days for a decision to be reached and a response to be given. Should the dates need to be extended for any reason, email parking@regent.edu as soon as possible to avoid any repercussions.
Should a violation be issued while a vehicle is parked in a designated temporary space after having received approval from Parking Services, a Violation Appeal Form may be submitted here within 7 days of ticket issuance. Parking Services and Campus Police will review the Appeal Form and notify the vehicle owner of its response in a timely manner. All decisions are final.
Special guest/event parking is available for university guests (chapel speakers, visiting professors, presenters, etc.) and for Regent University’s hosted events. For approved requests, reserved signs on priority parking spots will be issued with guests or events name on them.
Guests must abide by the General Campus Parking Policies & Procedures. It is the sponsoring school or department’s responsibility that their guests are aware of and follow these guidelines.
Lot Availability:
- ADM/LIB (Administration Building/Library – 2 available)
- CHAP/DIV (Chapel/Divinity Building – 5 available)
- CRB (Classroom Building – 1 available)
- LIB LD (Library Loading Dock – 2 available) – only available for event set-up and deliveries
- RH (Robertson Hall – 12 available)
Due to the nature of the type of requests, Parking Services requires a minimum of 2 business days advanced notice. Parking requests may not be honored without proper notice to Parking Services.
For the safety and security of all University patrons, all overnight parking needs must be registered with University Parking Services. Vehicles may be left on campus overnight, on weekends, and for the duration of out-of-town travel with prior approval of Parking Services and Campus Police.
Applications for Overnight/Extended parking must be submitted using the application above no later than 3 business days prior to the date the vehicle will be left.
Vehicles left on campus overnight without permission, or without Regent parking decals, may be subject to ticketing and/or towing at Owner’s expense.
Vehicle owners requesting to leave their vehicle parked on campus overnight must meet the following criteria:
- Owner must be a faculty member, staff member, or campus housing student
- Vehicle must be registered with Regent University’s Parking Services
- Vehicle must have a Regent University Parking Decal displayed on their windshield
Please allow up to 3 business days for a decision to be reached and a response to be given. Should the request be approved, the vehicle must be parked in the lot specified in the approved request, and should be parked as far away from the building as possible, under a light pole. If the dates need to be extended for any reason, please email parking@regent.edu as soon as possible to avoid any repercussions. Should a violation be issued while a vehicle is parked on campus after having been approved by Parking Services and Campus Police, a Violation Appeal Form may be submitted here within 7 days of ticket issuance. Parking Services and Campus Police will review the Appeal Form and notify vehicle owner of its response in a timely manner. All decisions are final.

A violation appeal must be submitted within seven days of receiving a ticket.
