CBN/Regent Campus Police

At Regent, safety is a priority. That is why we have our own CBN/Regent Campus Police Department (RCPD), headed by Chief of Police Chris A. Mitchell Sr., which is dedicated to protecting students, faculty and staff. Its officers monitor the campus 24 hours a day by video surveillance, and vehicle and foot patrols. All CBN/RCPD officers are sworn law enforcement officers under the Code of Virginia. They are armed and possess the same powers under the law as city police officers, with authority to apprehend and arrest anyone involved in illegal acts on campus and areas adjacent to it. Moreover, they provide immediate response to all police, fire and medical emergencies, and vehicle accidents on campus.

The prevention of crime is the primary concern of the CBN/RCPD, and you play a vital role in its ability to maintain safety on campus. If you observe any criminal behavior or suspicious activity, contact the police dispatcher at 226.2075; for emergencies dial 226.2911.

The free 911Shield app is an emergency communication tool between the campus community and CBN/ RCPD. It offers three major features, backed by a robust geo-mapping feature:

  • Emergency calling – Members of the Regent community can signal for emergency assistance 24/7, anywhere on or off campus.
  • iReports – Users can send text messages (anonymously, if they choose) along with a photo or video directly to Campus Police to alert them of any suspicious activity.
  • Friend Watch – App users can alert friends or family when they need extra safety, such as while jogging alone or leaving class at night.

Any criminal activity that occurs on campus, at Regent Village or at Regent Commons should be immediately reported to the CBN/RCPD. A police officer will be immediately dispatched to take a report and investigate the incident. A crime log is maintained by the CBN/RCPD in order to appropriately track any criminal activity that occurs on campus. Information on crimes that may impact or relate to the surrounding community is shared directly with appropriate law enforcement agencies.

House telephones that provide on-campus dialing services at no cost are available in each building. They are located at:

  • Administration Building – 2nd floor
  • Classroom Building – 1st floor
  • Library – Lobby
  • Robertson Hall – 1st floor
  • Communication Building – Each floor
  • Student Center – 1st floor

On-campus emergency call boxes immediately connect you to the CBN/RCPD dispatch center where officers are on duty 24 hours a day to send assistance. If you feel your personal safety is at risk or observe criminal activity, contact Campus Police.

If you are the victim of a crime and do not want to pursue action within the university system or the criminal justice system, you should still consider making a confidential report. With your permission, the chief or a designee of CBN/RCPD can file a report on the incident details without revealing your identity. This will help to take steps to ensure the future safety of yourself and others. Anonymous reports are counted and disclosed in Regent’s annual crimes statistics. Although you may feel uncomfortable reporting a crime, consider the future safety of others and the possible prevention of crime that will result from your confidential report.

The CBN/RCPD is the primary agency for reporting and investigating any and all crimes that occur on campus. In the event of a major offense (i.e., rape, murder, aggravated assault, robbery and auto theft) the CBN/RCPD would report it to the local police and joint investigative efforts. Investigators from the CBN/RCPD and the City of Virginia Beach Police Department would also be deployed to solve these crimes. The prosecution of all criminal offenses, both felony and misdemeanor, is conducted at the Virginia Beach General District Court.

In cases where students are involved in violations of campus policy and/or Commonwealth law, both internal disciplinary measures and/or legal action may be taken. The deans of the appropriate university schools and vice president of student services will initiate disciplinary action in accordance with university policy for violators who are students. University employees who are in violation of established policy are under the jurisdiction of their department heads or deans. Civil authorities will, of course, take whatever actions are deemed appropriate for the offense committed. If minor offenses involving university rules and regulations are committed by a university student, the campus police may refer the individual to the disciplinary division of Student Affairs.

Services

If your vehicle will not start, we will assist in providing a set of jumper cables to temporarily re-charge your battery. Due to the electrical equipment in our police patrol vehicles, an officer cannot provide a jump start. The individual will need to seek the assistance of another person willing to provide their vehicle. If you need assistance, please contact Campus Police Dispatch at 226.2075.

The CBN/RCPD offers fingerprinting service by appointment Tuesday-Thursday 9:00-10:30 a.m. Inkless fingerprints take about ten minutes to complete. Payment of $20.00 (per person) for the service can be made in cash or by check made payable to CBN. Two forms of picture IDs are required. Those preparing for the Bar exam must bring their own fingerprint cards for the state in which they will be applying for the Bar.

Fingerprints will be done in the CSB Building located off CBN Center East. Enter through the front doors, and check in with the Desk Officer.

Various counseling services are offered by the Psychological Services Center (PSC), located on the first floor of the Classroom Building.  Regent has a Licensed Professional Counselor on staff who provides counseling services to students. Contact information and a link to the online appointment calendar are available at www.regent.edu/counselor.

Class cancellations due to inclement weather are announced on numerous local radio and television stations. See the HR website link opens in a new browser window for a complete listing. You may also telephone the university emergency hot line at 757.352.4777 for closing information.

If you feel your personal safety is at risk while walking to your vehicle after dark, call Campus Police at ext. 2075, and an officer will escort you to your vehicle. Officer assistance is based on availability and there might be a slight wait time. Walking in pairs is also recommended in lieu of assistance from an officer.

The King’s Shuttle, Regent’s free shuttle service, serves to aid safety efforts on campus and to Regent Commons and Regent Village. View the shuttle schedule.

VINE is an automated service that allows you to track the custody status of offenders in jail or prison over the phone or internet. You can also register to be notified by phone and email if an offender is released, transferred or escapes.

The comprehensive bicycle registration system, allows students, staff and faculty of the CBN/Regent University Campus to register for 10.00 USD for a 10 year period. The National Bike Registry has granted RCPD access to the database which will allow it to maintain, track, and investigate any incidents involving bicycles on campus. Upon registration, participants will receive a tamper-proof, weather-resistant sticker, and helpful information about crime prevention.

A campus-wide “timely warning” will be issued if an on- or off-campus situation arises that constitutes a threat, in the judgment of the chief of CBN/RCPD and the administration. The warning will be issued through the RegentAlert email, phone, text message and voicemail system to students, faculty and staff.

Depending on the particular circumstances of the crime, especially in situations that pose an immediate threat, a message will also be posted on the Regent University homepage. In such instances, a copy of the notice may be posted in each residence hall and at the front door of each on-campus building.

Anyone with information warranting a timely warning should report the circumstances to the CBN/Regent Campus Police dispatcher by phone (757.226.2075) or in person at the dispatch center located in the CBN Studio Headquarters Building, across from the Regent University Student Center.

To prevent detraction from its primary responsibilities, CBN/RCPD does not:

Furnish telephone numbers: Individuals should call the operator at 757.352.4000.

Issue student/staff identification cards: This service is provided by Student Services. Students and staff are required to get an ID card and to wear the card at all times when on campus.

Issue Regent parking passes: All Regent University faculty, staff and students are required to register their vehicles and motorcycles with Administrative Services. Any vehicle not displaying a parking sticker or fully completed visitor pass is subject to ticketing.

Open locked cars: The CBN/RCPD does not want to risk the possibility of damage to your vehicle, but they will call an off-campus locksmith or motor club for you.

Change flat tires: They will, however, assist in securing help.

Intruder Response

This section provides nationally accepted recommendations by the International Association of Campus Law Enforcement Administrators (IACLEA). When a hostile person(s) is actively causing death or serious physical injury or the threat of these to person(s) on the campus, within a building, or within a residence hall, we recommend the following procedures be implemented:

  • Run away from the threat if you can, as fast as you can.
  • Contact Campus Police at 226.2911 if possible or dial 2911 from any campus phone.
  • If you can get away from the immediate area of danger, summon help and warn others.
  • If you decide to hide, take into consideration the area in which you are hiding. Will you be found here? Is this really a good spot to remain hidden?
  • Follow the steps mentioned in the Common Response Strategy below.

Though the training guide cannot cover every possible situation, these steps can reduce the number of injuries or deaths if put into action as soon as a situation develops. Time is the most important factor in the optimal management of these types of situations.

  • Faculty should immediately lock the students and themselves in the classroom if possible. Cover any windows or openings that have a direct line of sight into the hallway.
  • If communication is available, call 2911 (Campus Police).
  • Do not sound the fire alarm. A fire alarm would signal the occupants to evacuate the building and thus place them in potential harm as they attempted to exit.
  • Lock the windows and close blinds or curtains.
  • Stay away from the windows.
  • Turn off lights and all audio equipment.
  • Try to remain as calm as possible.
  • Keep everyone together.
  • Keep classrooms secure until police arrive and give you directions.
  • If you are not in a classroom, try to get to a classroom or an office.
  • Stay out of open areas, and be as quiet as possible
  • If for some reason you are caught in an open area such as a hallway or lounge, you must decide what you are going to do. This is a very crucial time, and it can possibly mean life or death.
    • You can try to hide, but make sure it is a well-hidden space, or you may be found as the intruder moves through the building looking for victims.
    • If you think you can safely make it out of the building by running, do so. If you decide to run, do not run in a straight line. Attempt to keep objects such as desks, cabinets, fixtures, etc. between you and the hostile person(s).
    • Follow the steps mentioned in the Common Response Strategy below.

Please note: While the guide refers primarily to academic buildings, these steps are also relevant to administrative buildings and other buildings on campus.

  • If you are caught in the open such as hallways and lounge areas, you must decide what you are going to do. This is a very crucial time and can possibly mean life or death depending on your actions.
    • You can try to hide, but make sure it is a well-hidden space, or you may be found as the intruder moves through the dorm looking for more victims.
    • If you think you can safely make it out of the building by running, do so. If you decide to run, do not run in a straight line. Keep any objects you can between you and the hostile person(s) while in the building.
    • Follow the steps mentioned in the Common Response Strategy below.
  • When outside, do not run in a straight line.
  • While you are running, keep vehicles, bushes, trees and anything that could possibly block the view of the hostile person(s) between you and the hostile person.
  • If the person(s) is causing death or serious physical injury to others and you are unable to run or hide you may choose to play dead if other victims are around you.
  • The last option you have if caught in an open area on the grounds or in a building or dorm, may be to fight back. This is dangerous, but depending on your situation, this could be your last option.
  • If you are caught by the intruder and you are not going to fight back, do not look the intruder in the eyes, and obey all commands. Do not appear to pose a challenge; be submissive.
  • Once the police arrive, obey all commands. This may involve your being handcuffed or made to put your hands in the air. This is done for safety reasons, and once circumstances are evaluated by the police, they will give you further directions to follow.

Annual Security and Fire Safety Report

The CBN/RCPD prepares this report to comply with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. The full text of this report can be accessed through the link below. This report is prepared in cooperation with the Virginia Beach Police Department. Campus crime, arrest and referral statistics include those reported to the CBN/RCPD, designated campus officials (including but not limited to directors, deans, and vice presidents), and local law enforcement agencies. A procedure is in place to anonymously capture crime statistics reported by individuals who choose to remain anonymous.

Each year, an email notification is made to all enrolled students that provide the web site to access this report. Copies of the report may also be obtained at the CBN/RCPD Dispatch Center located on the third floor of the CBN Corporate Support Building at 977 Centerville Turnpike, Virginia Beach, VA 23463.
