Forming an EODGRU TWO Operational Readiness Inspection (ORI) Team

Abstract

To ensure Navy Explosive Ordnance Disposal (EOD) forces are prepared for the modern battlefield, this proposal recommends the creation of a dedicated Operational Readiness Inspection (ORI) Team within Navy EOD. This ORI team’s mission will be to mentor and evaluate Mobile Units (MUs) throughout their training cycles to ensure a high level of tactical competence and expeditionary readiness.

Following a standard doctrinal framework, the ORI process would commence at the start of a unit’s training plan with an administrative inspection. To foster continuous improvement, each MU would be assigned mentors—a retired senior officer and a retired senior enlisted leader—who will guide throughout the training period. The entire process will culminate in a comprehensive Full Mission Exercise (FTX) that serves as the final assessment of the unit’s wartime capabilities.

This demanding FTX, held at a combat readiness training center, will simulate deployed conditions in a hostile environment. The ORI Team will evaluate the unit on its ability to effectively deploy, survive, and operate. The evaluation will focus on tactical competence, with units receiving a grade from “outstanding” or “unsatisfactory.”

A strong emphasis will be placed on preparing units for the complexities of modern warfare. Scenarios will include challenges involving Unmanned Systems (UxS), communications-denied environments, electronic countermeasures, and intelligence-driven attacks from near-peer adversaries. The ORI Team’s evaluation will be meticulous, grading all aspects of the operation, from mission planning to individual situational awareness and safety. This rigorous assessment aims to measure a unit’s true combat potential rather than its theoretical effectiveness.

The intent of the ORI Team’s FTX is for it to be regarded with the same seriousness as a real-world deployment. Supported by extensive analysis and command input, this proposal has been consolidated for a final decision brief. When approved, this initiative will establish a new standard for readiness, making Navy EOD forces more lethal. The long-term vision is to expand this ORI model to the entire Navy Expeditionary Force, enhancing the tactical proficiency of the whole Navy expeditionary community.
