An Opportunity for Real Change in Social Services

Abstract

Social services provide specific, limited services mandated by the federal government to safeguard vulnerable adults and children from abuse, neglect, and exploitation, assist individuals in achieving self-sufficiency, promote independence, and arrange out-of-home placement when required. Every state must adhere to federal and state requirements, but there can be variations in the operation and delivery of social services programs. As government entities, social services agencies have pledged to serve with integrity and uphold public trust. However, they have faced serious allegations, including financial misconduct, ethical violations, and discrimination. The turnover rate for staff at social service agencies typically ranges from 20% to 50%, resulting in increased stress for leadership and frontline staff. This creates a challenging environment for government agencies serving the public as they grapple with poor leadership, the pandemic, and widespread distrust.

While succession planning, coaching, foresight, analytics, and development are all essential aspects of solutions, little thought is given to implementing multiple aspects into current programs. These specialties sometimes overlap, but not enough to make a difference when needed. Without a vision that includes a program with the five specialties, it could explain why this issue is ongoing within social services and other government agencies. Development programs prepare frontline staff for future roles, enabling them to cultivate new skills, attitudes, and knowledge necessary for leadership positions while identifying their strengths and weaknesses for effective succession planning. Frontline staff development aims to enhance overall organizational productivity and performance. This writing is a comprehensive overview of how implementing these changes in Social Services could halt the current cycle of failure.
