VA Education Benefits

Regent University is passionate about serving our military service members and their families. We want to help you understand the educational benefits available for Active Duty, National Guard, Reservists, Veterans, and their family members. Regent University will help you along the process of exploring your VA education benefits and applying today.

While we are committed to helping you with your VA education benefits, all questions concerning your eligibility should be directed to the Department of Veterans Affairs at 1.888.442.4551 (1-888-GI-BILL1) or www.va.gov/education.

VA Benefits & Application Process

The Post-9/11 GI Bill® provides financial support for education and housing to individuals with at least 90 days of aggregate service after September 10, 2001, or individuals discharged with a service-connected disability after 30 days. The Post 9/11 GI Bill® offers up to 36 months of education benefits. Click here for more information on the Post 9/11 GI Bill®

To apply for the Post 9/11 GI Bill®, complete the following steps:    

  1. Create a VA account through ID.me or Login.gov.
  2. Log into your account and complete the appropriate application:
    • VA Form 22-1990 – If you are applying for VA benefits for the first time.
    • VA Form 22-1995 – If you have used your benefits at another institution and would like to transfer to Regent University as your primary institution, or if it has been over a year since your last certification.
    • VA Form 221990E – If you are applying for a Transferred Education Benefit for the first time.
    • VA Form 22-1995E – If you have used your Transferred Education Benefit at another institution and would like to transfer to Regent University as your primary institution, or if it has been over a year since your last certification. 

Once the application has been submitted, the VA will send you a Certificate of Eligibility. The Certificate of Eligibility is sent via postal mail services and could take up to 8 weeks for receipt.

To begin using your Post 9/11 GI Bill® at Regent University, please submit the following forms to faforms@regent.edu:

  1. Certificate of Eligibility (COE)
  • You may submit a copy of your Statement of Benefits if you do not have a Certificate of Eligibility.
  • Since the Post 9/11 GI Bill® has tiered percentages of eligibility based upon the length of service, if you are unable to submit a COE or Statement of Benefits, please submit the following to faforms@regent.edu:
    • Veterans – Copy of your DD214 showing your Character of Service.
    • Active-duty service members – Submit a copy of your most recent end-of-month LES.

2. Veterans Certification Request Form

  • By completing and signing the Veterans Certification Request Form, you agree to the Statements of Understanding listed on the form and provide Regent University permission to certify your enrollment under the indicated benefit.
  • Please be sure to include all information requested on the form.
  • You may complete this electronically with a digital signature or print it and manually sign the form.

Using a transferred education benefit is a multi-step process.

Please ensure your sponsor has successfully transferred months of benefits through MilConnect. Get more information about transferring Post 9/1/ GI Bill® benefits. 

Once benefits have been transferred, follow the instructions above to apply and use your TEB at Regent University.

Regent University is a proud participant of the Yellow Ribbon Program. The Yellow Ribbon Program aids in funding tuition and fees for students who are 100% covered by the Post 9/11 GI Bill® so long as a student has remaining entitlement available.

Yellow Ribbon funds are currently unlimited for all our undergraduate, graduate, and doctoral programs.

Because Yellow Ribbon is a form of Regent University institutional aid, it cannot be combined with any other Regent University scholarships or discounts. Yellow Ribbon is not an extension of entitlement.

The Montgomery GI Bill® (MGIB) is available for those who have served in the U.S. Armed Forces. MGIB offers benefits to both active duty under Chapter 30 and reservists under Chapter 1606.  The MGIB offers up to 36 months of education benefits.

To apply for the Montgomery GI Bill®, complete the following steps:

  1. Create a VA account through ID.me or Login.gov.
  2. Log into your account and complete the appropriate application:
    • VA Form 22-1990 – If you are applying for VA benefits for the first time.
    • VA Form 22-1995 – If you have used your benefits at another institution and would like to transfer to Regent University as your primary institution, or if it has been over a year since your last certification.

Once the application has been submitted, the VA will send you a Certificate of Eligibility. The Certificate of Eligibility is sent via postal mail services and could take up to 8 weeks for receipt.

To begin using your Montgomery GI Bill® at Regent University, please submit the following forms to faforms@regent.edu:

  1. Certificate of Eligibility (COE)
    • We will still process your MGIB benefits if you have not received your COE. Please submit a copy once you have received the COE for our records.
  2. Veterans Certification Request Form (VCR)
  • By completing and signing the Veterans Certification Request Form, you agree to the Statements of Understanding listed on the form and provide Regent University permission to certify your enrollment under the indicated benefit.
  • Please be sure to include all information requested on the form.
  • You may complete this electronically with a digital signature or print it and manually sign the form.

Students utilizing the MGIB will be paid directly by the VA monthly. They should enroll in a Military Tuition Installment Plan and verify their enrollment on WAVE to receive their payment.

The Survivors’ & Dependents’ Educational Assistance Program (DEA) provides assistance to dependents of military service members with a service-connected disability, are considered POW or MIA, or who suffered a service-connected death. The DEA program offers up to 45 months of education benefits. Click here for more information on DEA.

To apply for the Survivor’s & Dependents’ Educational Assistance Program, complete the following steps:

  1. Create a VA account through ID.me or Login.gov.
  2. Log into your account and complete the appropriate application:
    • VA Form 22-5490 – If you are applying for VA benefits for the first time.
    • VA Form 22-5495 – If you have used your benefits at another institution and would like to transfer to Regent University as your primary institution, or if it has been over a year since your last certification.

Once the application has been submitted, the VA will send you a Certificate of Eligibility. The Certificate of Eligibility is sent via postal mail services and could take up to 8 weeks for receipt.

To begin using your Survivors’ & Dependent’s Educational Assistance Program benefits at Regent University, please submit the following forms to faforms@regent.edu:

  1. Certificate of Eligibility (COE)
    • We will still process your DEA benefits if you have not received your COE. Please submit a copy once you have received the COE for our records.
  2. Veterans Certification Request Form (VCR)
  • By completing and signing the Veterans Certification Request Form, you agree to the Statements of Understanding listed on the form and provide Regent University permission to certify your enrollment under the indicated benefit.
  • Please be sure to include all information requested on the form.
  • You may complete this electronically with a digital signature or print it and manually sign the form.

Students utilizing DEA at Regent University will be paid directly by the VA monthly and should enroll in a Military Tuition Installment Plan.

The Veteran Readiness & Employment Program (VR&E) assists veterans with service-connected disabilities in preparing for, finding, and maintaining suitable jobs. Entitlement for VR&E is calculated based on months of benefits used under other educational benefits. Click here for more information on VR&E.

To apply for Veteran Readiness & Employment Program, complete the following steps:  

  1. Create a VA account through ID.me or Login.gov.
  2. Log into your account and complete the online application:

You may also complete this application by mail, in person at a VA regional office near you, or with the help of an accredited representative.

Once the application has been submitted, the VA will assign you a VA counselor who you will work directly with to complete the process. If you are disapproved or disagree with the decision, you may submit a request for an appeal.

To begin using your Veteran Readiness & Employment benefits at Regent, your counselor must issue an authorization, also known as a purchase order, through Tungsten using the information below:

  • Regent University’s Tax ID: 54-1061178
  • Regent University’s Facility Code: 31841146
  • Email: milaid@regent.edu

The authorization must list the correct program and dates for which tuition and fees will be covered under VR&E. We will only invoice for tuition and fees directly associated with required courses taken at Regent University for the dates authorized by your counselor. Regent University will not invoice VR&E for books, supplies, or taxes.

Before approving your degree program for VR&E funding, your counselor may request an academic worksheet and degree plan.

Please submit all requests regarding academic worksheets and degree plans to militaryadvising@regent.edu.

We encourage you to submit the request at least 30 days before the start of the term to allow our teams to review and complete the request properly.

Regent University has partnered with BNC Services to provide all course material to our students. Each semester, you must complete a paper Third Party Billing Voucher Form listing information for all your required book purchases for the term. All book information can be found online by clicking here.

Financial aid credit should not be used to purchase books under VR&E. If books are purchased using aid on your account, you are responsible for any balance created by the use of the voucher.

You may request a copy of the Third-Party Billing Voucher Order Form from BNC Services at vb@mbsbooks.com or the Military Benefits Team at milaid@regent.edu.

Once you have completed the form, your counselor must approve and sign the form. They should then submit the signed Third-Party Billing Voucher Form to BNC Services authorizing the purchase of required textbooks.

They must also submit a separate Tungsten Authorization to BNC Services using the information below:

BNC Services will process your order and ship your books directly to you.

VERY IMPORTANT:

  • The VA will only pay for ground shipping.
  • We strongly encourage that all Third-Party Billing Voucher Order forms and Tungsten Authorizations be submitted to BNC Services at least ten (10) business days prior to the start of classes.
  • Counselors will also need to issue a separate Tungsten Authorization for supplies to a local college/university bookstore (we recommend TCC or ODU locally).

Military Benefits Resources

Students using VA education benefits will be paid for Military Housing Allowance, subsistence allowances, and education allowances based on their enrollment status. To learn more about training time and how your registration affects your payments, please visit our Enrollment Status page.

Regent University offers a monthly payment plan for students using VA educational benefits. The Military Tuition Installment Plan (MTIP) allows you to pay Regent on dates that align with the VA’s payment timeline. MTIP is available for fall, spring, and summer with no enrollment fee.

Students looking to enroll in MTIP must have all appropriate VA educational benefits forms submitted to the Military Benefits Team. Once your forms have been processed, you will have the option to enroll in MTIP through your Bill & Payment Center in Genisys.

Regent University is pleased to offer a $100 military bookstore voucher to our service members pursuing an undergraduate degree program. This offer is not available to service members pursuing a graduate degree program.

To receive the voucher, please submit your most current LES or a copy of your DD214 showing your Character of Service to faforms@regent.edu.

Once your documentation is processed, you will receive an email from BNC Services (formerly MBS Direct) with instructions on how to use your voucher. The email will contain a voucher ID number. This is the voucher code you will use during checkout.

Visit the BNC Services Online Direct Bookstore to purchase books with your voucher.

If you have lost your voucher ID email or your voucher is not working during online checkout, please contact the BNC Services Online Bookstore Student Support (24 hours a day) at 800.325.3252 or by email at vb@mbsbooks.com.

Frequently Asked Questions

You may order a copy of your DD214 through the National Archives.

The VA will release funds to you on the first of each month through direct deposit or a check. If you have not verified your enrollment with the VA, this may cause a pause in your payment until they have received your verification.

You may be eligible for Military Housing Allowance (MHA) if you are a veteran, spouse of a veteran, or child of a service member and using the Post 9/11 GI Bill®.

Active duty personnel and spouses of active duty service members are not entitled to receive MHA.

To receive MHA, your enrollment status must be greater than half-time.

You may be eligible for the Yellow Ribbon Program if you are 100% covered by the Post 9/11 GI Bill®.  Effective August 1, 2022, active duty and spouses of active duty service members are entitled to Yellow Ribbon, so long as they are 100% eligible under the Post 9/11 GI Bill®.

If you choose to withdraw from a course, Regent University must report the enrollment change to the VA. You may be required to pay all or a portion of any funds received from the VA for the course.

If you withdraw after the add/drop period of a course (see academic calendar), Regent University will return all or a portion of the tuition and fees received from the VA, and you will be responsible for any balance incurred as a result. 

If you fail a course, Regent University must report the failed grade and your last date of attendance to the VA. You may be required to pay all or a portion of any funds received from the VA for the course, including Military Housing Allowance or books and supplies stipend.

Regent University offers a bookstore voucher to undergraduate service members. To receive the voucher, you must submit a copy of your most recent LES or a copy of your DD214 to faforms@regent.edu.

Approximately 6 weeks before each semester, BNC Services will email you a voucher ID. Be sure to check your student email for the voucher ID.
