Judge Henry Coke Morgan Jr., J.D., LL.M.


Henry Coke Morgan Jr. is a United States District Judge, Eastern District of Virginia, Norfolk Division, since 1992. Judge Morgan is a graduate of the University of Virginia, where he earned his Master of Laws in Judicial Process (1998), as well as Washington and Lee University where he earned his Juris Doctor (1960) and Bachelor of Science (1957).

Morgan previously served as a managing partner and on the executive committee at Pender & Coward (1963-1992), where he practiced in civil litigation in Federal and State Courts. He also worked as Assistant City Attorney with the City of Norfolk, Virginia (1960-1963), and served in the U.S. Army Reserve, with rank of First Lieutenant, Adjutant General Corps (Honorable Discharge).

In his career, Morgan has served as president of the Federal Bar Association, Tidewater Chapter (1988-89), president of the Virginia Beach Bar Association (1981), was a member and five-term chairman of the Joint Committee on Continuing Legal Education (1970 – 1982), is a 50-year member of the Virginia State Bar, and was president and honorary member of the James Kent American Inn of Court (2003 – 2004).

He has also assisted as chairman of the Virginia Beach Electoral Board (1981), chairman of the Virginia Beach Republican Party (1981 – 1983), and chairman of the 2nd Congressional District Republican Party (1983 -1984), among other appointments.

Morgan has authored many legal books and publications, and served as an instructor and lecturer at the University of Michigan School of Law, Washington and Lee University, and the University of Virginia. He also served as a judge for Moot Court Competition in Constitutional and Admiralty Law for Regent University, Liberty University, T.C. Williams, University of Virginia, Washington and Lee University, and William and Mary, as well as Regional Moot Court (1993 – 2009).
