Develop - The Rubric
Anyone interested in creating online courses with high instructional standards is invited to take a look at this rubric 
and consider some of the elements that go into online course design. Seventeen schools collaborated over 1½ years to develop the award-winning rubric that identifies a number of criteria that are supported by the distance education literature. The Quality Matters Rubric, presented by Maryland Online, consists of 40 standards assigned different point values . Courses are reviewed and scored by a team of three reviewers.
