Application Process

Regent University is authorized to certify students who qualify for the Montgomery GI Bill® (Chapter 30), Montgomery GI Bill® Reserves (Chapter 1606), Reserves Educational Assistance Program (REAP, Chapter 1607), Survivors' and Dependents' Educational Assistance Program (Chapter 35), Post Vietnam Educational Assistance Program (VEAP, Chapter 32), as well as those who qualify for the Post 9/11 GI Bill® (Chapter 33) and VA Vocational Rehabilitation (Chapter 31).

If you know you are eligible for one of these benefits, please scroll down to the appropriate benefit located below, and follow the steps listed. If you are unsure of your eligibility, please contact the U.S. Department of Veteran Affairs at (888) 442-4551. 

 

VA Benefits - Chapter 33: Post 9-11 GI Bill®

The Post 9/11 GI Bill® is for individuals with at least 90 days of aggregate service on or after September 11, 2001, or individuals discharged with a service-connected disability after 30 days.

 

1. Complete or Submit paperwork.

If you have already applied for Post 9/11 benefits and have received your Certificate of Eligibility from the VA:

  1. Send a copy of your Certificate of Eligibility to the VA Certifying Official.
    1. If you have lost your COE, you can send in a printout of your Summary of Benefits from www.ebenefits.va.gov
  2. If you have used your Post 9/11 benefits at a school prior to Regent, complete a 22-1995 change of schools form at www.gibill.va.gov (see instructions below).

If you have never yet applied for Post 9/11 benefits:

  1. Complete VA Paperwork.

     

    Go to the VONAPP website and fill out the appropriate form (see below). Once you fill out the online form and submit it, you will need to print a copy and send it to us so we will have it on file. To verify you have successfully submitted your form, a confirmation number will appear on the bottom of each page of the form you print out to send us. If you are sending us a 22-1995, be sure to indicate the VA Chapter of benefits you are using (i.e. Chap. 33, Ch. 1606, etc)

    22-1990 - Use if you are applying for the Post 9/11 GI Bill® for the first time.
    22-1995 - Use if you have used your benefits at another institution and would like to transfer to Regent as your primary institution.
    22-1990e - Use if you are a dependent (child, or spouse as defined in 1 U.S.C. § 7) applying to use a service members benefits.

    1. Go the VONAPP website.
    2. Click "I Have Used VONAPP Before."
    3. Click “VONAPP Account.”
    4. Enter Login information & click “Continue.”
    5. Under the "Completed Forms" section, click the "Print" button next to the form you need to print.
    6. Send a copy of the completed form to the VA Certifying Official.

  2. Submit additional eligibility information.

     

    Because the Post 9/11 GI Bill® has tiered percentages of eligibility based upon length of Post 9/11 active duty service, we must have some documentation of active duty information until we receive the Certificate of Eligibility.

    1. Veterans must submit a copy of their DD-214.
    2. Active duty service members must submit a copy of their LES.
    3. Dependents must submit a copy of their confirmation of Transferred Educational Benefit (TEB), showing how many months the service members has transferred to the dependent.

  3. Submit copy of COE or Award Letter.

     

    Once you have submitted your copy of the VONAPP, in about 6-8 weeks the VA will mail you your Certificate of Eligibility. You must also submit a copy of your Certificate of Eligibility (COE) to the VA Certifying Official. Be sure you include the pages that show your percentage and months of eligibility.

2. Complete a Veterans Certification Request Form.

Send a copy of the completed form to the VA Certifying Official.

 

3. The Business Office posts a credit on your Student Account.

  • Before the payment deadline at the start of the semester, the Business Office will post a projected credit (GI Bill® Payment Plan) on your student account to match the amount to be covered by the VA.

4. We submit the enrollment certification (22-1999) to the VA.

  • The VA Certifying Official will submit the enrollment certification (22-1999) to the VA once we have received your VA forms/COE and the completed Veterans Certification Request Form, and once you are registered for classes. Once submitted, you will receive email confirmation indicating the dates and credit hours reported.

5. VA processes enrollment certification and releases funds.

  • The VA will process our enrollment certification and will release funds for your tuition and fees to Regent.
  • Once Regent University receives the funds for your tuition and fees from the U.S. Department of Veterans Affairs, this payment will replace the credit from the GI Bill® Payment Plan.

  • The VA will also release the funds for the books and the living stipend (BAH), if the student is eligible. The books stipend and BAH are paid directly to you based on the information given to the VA (i.e. address or bank information on VONAPP or application form).

5. VA processes enrollment certification and posts for verification.

Once your enrollment certification has been processed, the VA will then post your enrollment information on the VA Web Automated Verification of Enrollment (WAVE) system.

  • The VA is currently taking 8-10 weeks to process enrollment certifications. Once they are processed by the VA, the enrollment will then reflect in WAVE for verification. Until it is processed, nothing will appear in that system. We recommend that you check WAVE periodically to see if your enrollment information is available.

6. Verify enrollment on WAVE.

You will need to verify your enrollment on the VA system in one of two ways:

  • Online: Go to www.gibill.va.gov and click on WAVE.
  • By Phone: Call the VA Verification phone line at (877) 823-2378.

Note: Your enrollment information will not post on WAVE until the certification has been processed by the VA. Verification will need to be completed on the first day of every month during the term to release the pay for the previous month.


7. Enroll in the VA Benefits Tuition Installment Plan (optional).

Students who are certified under Chapters 30, 1606, 1607, 32, or 35 have the option to enroll in the VA Benefits Modified TIP. This plan defers the first installment payment until the second month of the semester, allowing extra time for students to receive payment from the VA before they must make payment to Regent.

If you choose not to enroll in TIP, full payment for all tuition and fees is due by the first day of the term (payment deadline).

  • Log into your MyRegent portal and Genisys
  • Click on the Tuition and Student Fees On-line Payment tab

VA Benefits - Chapter 1607

Overview of Chapter 1607 - Reserve Education Assistance Program (REAP)

Chapter 1607 was implemented for service members in the Reserves and National Guard who were activated after September 11, 2001.  Please follow the steps indicated below to apply for this chapter.


1. Complete VA paperwork.

Go to the VONAPP website and fill out the appropriate form (see below).

 

22-1990 - Use if you are applying for VA benefits for the first time.
22-1995 - Use if you have used your benefits at another institution and would like to transfer to Regent University as your primary institution or if it has been over a year since last certification.

Once you fill out the online form and submit it to the VA, you will need to print a copy of the completed VA form and sent it to us so we will have it on file. VA Benefits - Chapter 31

VA Vocational Rehabilitation Process 
 

1. Contact the VA to determine eligibility for program. (800) 827-1000.

2. Assignment of VA Counselor

  • Once approved, you will be assigned a VA Education Counselor in your state.

3. Authorization issued to school

  • VA Education Counselor must issue VA Form 28-1905 to institution, authorizing student to register for courses and Regent to post aid to the student's account in a given term or year.
  • Forms should be faxed to our VA Certifying Official at (757) 352-4342.

4. Register for Courses

  • Register for your courses online through Genisys or with the help of an Academic Advisor.

5. Order your books

  • Visit the Regent Bookstore on campus or online to order your books and learning materials.

6. Invoice submitted to VA Office

  • After the add/drop period, Regent will submit an invoice to the VA for payment.

8. Payment Issued to School

  • Payment will be issued to Regent University from the VA.
